URL Call Disabled is a Phone Registration Error experienced by Polycom phones. This happens when there is a network issue. When the Softswitch or Software Switch is unable to link PSTN to IP Networks, the URL Call Disabled error is displayed on your Polycom phone.

It may be a stab in the dark but from what I can see you are trying to register your handsets via TCP….

Not being a network guru by any means have your engineers trying checking the logs to see if the TCP pinhole in the firewall closed for some reason? Thats what it appears to me to be happening
– the URL call disabled / line unregistered mean just that – that the line is unregistered from the SIP server – the phone would not do that on its own we run thousands of VVX’s without a hitch all using UDP….
Are you able to get a copy of your phone config and show it to the forum? This may help but I truely think that it is a TCP pinhole issue you are experiencing…

URL Calling is disabled is a common network error message that displays when Poly phones lose connection to Nextivas registration server. If the phone has been provisioned, the troubleshooting steps below can assist in reconnecting to the Nextiva network.
If the Internet is down, the phone will lose connection and display the error message, so before troubleshooting, ensure the Internet is functional. If the Internet is working on computers connected to the same network, unplug the Poly device, wait 10 seconds, then plug it back in to continue troubleshooting.

Network Link Is Down Phone Connectivity Issue
Polycom phones do not have a LED indicator for the network LINK status, unlike other networking devices. Therefore, link failures are indicated with the message Network Link is Down.
The message is shown on the screen and will continue to persist until the phone detects an IP address from the network where it is connected.

welcome to the Polycom Community.
Just looking quickly into the Post as you have not provided any SIp Software Version I would suggest the following.
Provision the Phone to download it’s standard configuration via the 000000000000.cfg
You will notice it will download phone1_317.cfg and sip_317.cfg.
In your post I can see you only load _phone.cfg and the sip.cfg
I am unaware if your _phone.cfg is a 100% copy of the original phone1.cfg
If this is not the case the Phone does not receive it’s standard configuration and is therefore unable to fully boot and register.
If you use the above example you can just add as an example an additional PHONE_MAC_ADDRESS-User.cfg and create a new file with the name Mac_of_your_Phone-User.cfg and include the registration details as posted by you.
