Supportive Housing Helps People With Disabilities Live Stably In The Community
In studies conducted of this population, at least 75 percent of homeless people with mental illness or other serious disabilities who entered supportive housing as part of such a study remained through the studys end . Although few studies have followed tenants for much longer, of those that have, at least half of the tenants stayed for as long as five years.
Supportive housing achieves much better housing stability than case management without rental assistance. Tenant housing stability in supportive housing is similar to stability in more segregated housing and service models like group homes and nursing homes, but tenants highly prefer supportive housing. The success seems to hold for a range of disabilities people with physical disabilities or chronic illnesses such as HIV/AIDS fare well in supportive housing, as do people with severe mental illness or substance abuse disorders.
Most studies recruit people from homeless shelters or off the streets, but a few small studies use supportive housing to help people move out of nursing homes or other institutions. One found that a group in supportive housing recruited from psychiatric hospitals moved quickly out of the institutions and avoided subsequent homelessness, while a group without supportive housing exited institutions much more slowly and experienced more homelessness two years later.

The Emergency Housing Services unit provides emergency relocation services and rehousing assistance to households who have been displaced from their homes as a result of fires or city-issued vacate orders. Displaced households are placed in family centers and single-room-occupancy hotels in Manhattan, Bronx, Brooklyn, and Queens.

Eligibility For Permanent Supportive Housing
To apply, a person must be literally homeless, residing in a place not meant for habitation, a shelter on the street, and have a disability. Clients must be homeless for a year or more or have had four episodes of homelessness in the last three years (where the total of episodes equals at least 12 months. Participants in PSH apply through sub-recipients, non-profit agencies that provide case management, and other supportive services. The client receives rental assistance, and the sub-recipients must offer supportive services such as counseling, life skills, and psychiatric visits through the time the client is in the program.
Other Federal Housing Programs Serving Renters With Disabilities
Federal housing providers can restrict units or properties only for disabled occupancy for the following housing programs:
Public Housing
The Public Housing program is managed by HUD Public Housing Agencies . These properties receive an operating subsidy that allows tenants to pay 30% of their adjusted monthly income for rent.
Section 8 Project-Based Rental Assistance
Section 8 Project-Based Rental Assistance is managed by private owners, or sometimes housing authorities, with tenants paying 30% of their adjusted monthly income for rent and the program paying the owners the rest of the rent.
Low-Income Housing Tax Credit Program
The Low-Income Housing Tax Credit program provides tax credits to investors that invest capital in properties that serve low-income households. These properties offer reduced rents affordable to low-income households, and in many cases include other resources such as Section 8 Project-Based Rental Assistance, that make them affordable to those with the lowest incomes.

Mainstream Vouchers
In certain circumstances, HUD Non-Elderly Disabled Vouchers may be available. These vouchers have the same rules as Section 8 Housing Choice Vouchers. They provide rental assistance to lease apartments in the private market.

Department of Housing and Community Development
The District of Columbia public housing portfolio consists of more than 8,000 apartment or townhome units in 56 properties owned and managed by the District of Columbia Housing Authority . DCHA serves as the landlord for close to 20,000 residents who call public housing home.
Public housing units provide very low-income families, seniors and persons with disabilities with the financial assistance they need to live in affordable rental homes. There are income requirements for public housing and priority is given to those who are in greatest need.
Pathways to Housing
Pathways to Housing provides independent housing with case management and other needed community services to individuals who are homeless, diagnosed with significant behavioral health issues and have a steady source of income.

Private furnished rooms are available for adults 18 and over. The kitchen, bath and laundry are shared. Room rates are $490, $550, and $600 per month. $10 membership fee, $25 application fee, and $100 security deposit are required.

Housing provided for pregnant women and their children under the age of 3. Women are required to leave 6 weeks post-delivery of the infant. In person interview is part of the application process. Women under 18 must have parental consent.

Other Groups Can Benefit From Supportive Housing
Additional limited research shows that supportive housing is a promising model for helping people in other groups, including seniors trying to stay in the community as they age and families trying to keep their children out of foster care.
Model Likely Can Help Frail Seniors Age in the Community
Some homeless people with severe disabilities are elderly. But other seniors who have never needed support before may find it difficult to stay in their homes as their health worsens. Supportive housing can likely help these seniors avoid or delay entry into nursing homes and other care facilities, although only a few studies have examined the use of supportive housing for this purpose.
One study provided supportive housing to seniors already living in affordable housing and compared their rates of nursing home admission and hospitalization to seniors in affordable housing in the same community without supportive housing. Seniors in buildings in which supportive housing was offered were half as likely to enter nursing homes as seniors in the buildings without supportive services. Individuals with supportive housing were also much less likely to go to the hospital. This is consistent with broader health care research that finds that in-home support for seniors can effectively reduce their rate of admission to nursing homes.

- Many federal housing providers have preferences to serve special populations, and people who meet these criteria move up the waiting list more quickly.

Promising Findings Suggest Supportive Housing May Improve Health
Supportive housing helps people get appropriate care for their health conditions by reducing use of emergency health services and increasing use of outpatient services. Due to a focus on housing stability as supportive housings primary goal, there have not been many studies on the mental or physical health outcomes of people in supportive housing. More high-quality research on health outcomes is needed.
The strongest findings in this area show that supportive housing reduces the risk of death among the small subset of people with HIV/AIDS, and may also lessen the amount of the virus in their bloodstream. In a separate analysis of the high-needs group study referenced above, participants with HIV/AIDS in supportive housing were 63 percent more likely to be alive and have an intact immune system a measure of disease progression than those in the control group. Other studies have found similar increases in survival among people with HIV/AIDS in supportive housing.
Few supportive housing studies track mental health outcomes. A few more track substance use, but only a handful compare groups with and without supportive housing. Among those that use comparison groups, some find that people in supportive housing do not differ in their substance use from those who are not in supportive housing, but one notable study found large reductions in alcohol and other drug use after homeless veterans were randomly assigned to receive supportive housing.

What Is The Definition Of A Person Experiencing Homelessness
The U.S. Department of Housing and Urban Development defines an individual who is homeless as lacking a fixed, regular, and adequate nighttime residence and includes those who are living in a shelter or a place not fit for human habitation , as well as people fleeing domestic violence and/or human trafficking when no subsequent residence has been identified. This formal and official guideline for an individual experiencing homelessness does not include the following situations:
- Those staying with family or friends
- Those living in a motel
- Those living in crowded or substandard conditions
How Do People With Disabilities Apply For Housing
If you have a disability, you can apply for housing through your local public housing authority . Some of the supportive housing examples from the HUD include:
- Privately owned houses are available for rent where the government pays the landlords directly so that they can offer subsidized rates.
- Public housing programs, which offer rental housing for people with disabilities.
- Voucher programs, where you can find a rental house and pay for the rent using vouchers provided by the government to pay a portion or all of the rent.
The HUD housing voucher programs are the most common method to get housing assistance. But keep in mind that the demand for vouchers and other types of housing support is huge, and you may have to wait to become eligible. In some cases, this process may take years.

Essential Characteristics Of Supportive Housing
Supportive housing is a highly effective strategy that combines affordable housing with intensive coordinated services to help people struggling with chronic physical and mental health issues maintain stable housing and receive appropriate health care. Supportive housing features:
Permanence and affordability. Tenants generally pay no more than 30 percent of their income for rent. They have the same rights and responsibilities as other renters, such as having the lease in their name and the right to privacy in their unit, which means they cannot be evicted for reasons unrelated to being a good tenant.
A core set of service principles. They are:
Integration. Individuals and families are able to live independently in apartments or single-family homes in residential neighborhoods. Tenants in supportive housing should have access to public transportation, grocery stores, parks, and other neighborhood amenities common to all other residents. Services are usually provided in the clients unit or building, or at a place of their choosing in the community, and clients should not lose access to services if they choose to live somewhere else.

People experiencing homelessness lack sustainable access to housing and instead turn to emergency shelters, transitional housing, or places not meant for overnight residence. In the Unites States on a single night in January 2018, 552,830 people experienced homelessness between 2.5 and 3.5 million people experience homelessness over the course of any given year. Housing is an important determinant of health, and those who experience homelessness are at greater risk for health challenges.
People with disabilities are disproportionately likely to experience homelessness. Point-in-time counts suggest that nearly one quarter of individuals experiencing homelessness have a disability, including physical, intellectual, and developmental disabilities, as well as mental health and/or substance abuse disorders.

Programs For People Who Are Homeless Or At Risk Of Becoming Homeless

Permanent Supportive Housing Program helps people 18 and older who are at high risk of becoming homeless find safe, affordable housing. It also helps them learn skills to keep housing and live independently.
Supported Housing Rental Assistance Program helps people who are homeless or at risk of becoming homeless with temporary rent subsidies, utility payments and move-in costs.
Section 811 Project Rental Assistance Program helps people with very low incomes who also have a disability and are linked with long-term services, although it does not require participation in services. This program is a partnership between the Texas Department of Housing and Community Affairs, Texas Health and Human Services Commission and eligible multifamily properties. Eight metropolitan communities in Texas participate.
Projects for Assistance in Transition from Homelessness helps people with mental illness or substance use disorder and their families if they are homeless or at risk of becoming homeless.
The Healthy Community Collaborative helps people get out of an unstable situation and back into housing by providing them with all available community resources.
The Project Access Pilot Program provides housing rental assistance to people who are leaving a psychiatric hospital.
