Veterans Recruitment Appointment Authority

The VRA is a special authority by which agencies can, if they wish, appoint eligible veterans without competition to positions at any grade level through General Schedule 11 or equivalent. VRA appointees are hired under excepted appointments to positions that are otherwise in the competitive service. There is no limitation to the number of VRA appointments an individual may receive, provided the individual is otherwise eligible.

If the agency has more than one VRA candidate for the same job and one is a preference eligible, the agency must apply the Veterans preference procedures prescribed in 5 CFR Part 302 in making VRA appointments. A veteran who is eligible for a VRA appointment is not automatically eligible for Veterans preference.

After two years of satisfactory service, the agency must convert the veteran to career or career-conditional appointment, as appropriate.

Disability is a very broad term, so there are a lot of misconceptions around hiring people with disabilities. What Ive found is that people just want to work and are very driven in the right role, making for very reliable employees.

Job Search Tips For Workers With Disabilities

MassHire Career Center employment specialists offer the following tips for job seekers with a disability:

Focus on your abilities and not disabilities. The interview process is a tool used by an employer to determine if the applicant is qualified for the job and whether the individual will be a good fit for the company. While an employer cannot use the interview or the application process to inquire about a disability, you may want to let the employer know that your ability to perform the job will not be affected.

Practice interviewing before the interview. Mock interview sessions with trusted friends and relatives are recommended. Job seekers should ensure that they dress appropriately for the workplace. Look at employees in similar companies and select clothing that is similar. Making eye contact with the interviewer is also important.

Be realistic about what types of positions match well with your abilities. Researching a variety of different occupations to find a good fit is essential.

Take advantage of services offered at agencies that specialize in serving individualswith disabilities. For example, the Massachusetts Rehabilitation Commission employs counselors with expertise in assessing employability and how it relates to a disability. MRC is a partner at many Career Centers.

Become an expert. Job seekers should work to hone as many new skills as possible in order to become an expert in a particular area. Doing so makes anyone more valuable to an employer.

The Ada Protects People With Disabilities

A person with a disability is someone who:

    • has a physical or mental impairment that substantially limits one or more major life activities,
    • has a history or record of such an impairment , or
    • is perceived by others as having such an impairment .

If a person falls into any of these categories, the ADA protects them. Because the ADA is a law, and not a benefit program, you do not need to apply for coverage.

    substantially limits

The term substantially limits is interpreted broadly and is not meant to be a demanding standard. But not every condition will meet this standard. An example of a condition that is not substantially limiting is a mild allergy to pollen.

Website Accessibility Under Title Ii Of The Ada

    • Which provisions of Title II of the ADA apply to websites?
    • What technologies do people with disabilities use to access the Internet?
    • How do poorly designed websites pose barriers to people with disabilities?
    • What steps can state and local government agencies take to ensure website accessibility for people with disabilities?

    A. Why Should Websites Be Accessible?

The Internet has dramatically changed the way state and local governments do business. Today, government agencies routinely make much more information about their programs, activities, and services available to the public by posting it on their websites. As a result, many people can easily access this information seven days a week, 24 hours a day.

Many government services and activities are also provided on websites because the public is able to participate in them at any time of day and without the assistance of government personnel. Many government websites offer a low cost, quick, and convenient way of filing tax returns, paying bills, renewing licenses, signing up for programs, applying for permits or funding, submitting job applications, and performing a wide variety of other activities.

1 In 2003, the Department of Justice issued a technical assistance document addressing website accessibility entitled, Accessibility of State and Local Government Websites to People with Disabilities. This technical assistance document can be accessed on the ADA Home Page at archive.ada.gov

    2 28 C.F.R. §§ 35.149, 2 35.164.

Nys Council On Children And Families

CCF is authorized by law to work with state and local agencies and parents to identify and resolve interagency issues and jurisdictional disputes that impede access to services for children and youth who are hard-to-place and hard-to-serve because of their multiple disabilities.
