Texas Disabled Veterans Educational Assistance Program
TheHazlewood Act is a State of Texas benefit that providesqualified Veterans, spouses, and dependent children with an education benefitof up to 150 hours of tuition-free college at state schools. This does NOTinclude living expenses, books, or supply fees.
Texas Disabled Veterans Educational Assistance
To be eligible for the Hazlewood Act in Texas, a Veteran must:
- At the time of entry into active duty the U.S. Armed Forces,
- Designated Texas as Home of Record or
- Entered the service in Texas or
- Was a Texas resident
To be eligible for the Hazlewood Act in Texas the spouse of the Veteran must:
License Plates And Registration For Vehicles Owned And Driven By Disabled Veterans
A person entitled to veteran specialty license plates may register, for the person’s own use, one vehicle without payment of any fee paid for or at the time of registration except the fee for the license plates.
A veteran is entitled to register, for their own use, motor vehicles under the above exemption if:
- the person has suffered, as a result of military service:
- at least a 50 percent service-connected disability or
- a 40 percent service-connected disability because of the amputation of a lower extremity
An organization may register a motor vehicle and receive this exemption if:
- the vehicle is used exclusively to transport veterans who have suffered, as a result of military service, a service-connected disability and
- the veterans are not charged for the transportation.
License plates issued must include:
- the letters “DV” on the plate if the plate is issued for a vehicle other than a motorcycle and
- the words “Disabled Veteran” and “U.S. Armed Forces” at the bottom of each license plate.
The fee for the first set of license plates is $3. There is no fee for any additional set of license plates.
A person, who receives DV license plates, may receive a disabled parking placard for each set of license plates without providing additional documentation.
Expedited Claims For Qualified Active
If you have a VA disability compensation rating of 100% Permanent & Total OR if you develop a disability while on active military service on or after October 1, 2001 , you may qualify for expedited claim processing. We usually identify veterans automatically. However, in rare instances, a veteran may need to self-identify and provide the VA notification letter as proof.

Burial And Plot Allowance
A surviving dependent can qualify for allowances to help pay for burial and funeral costs for a disabled veteran. If the veteran died of a service-connected disability ON or AFTER September 11, 2001, the maximum VA burial benefit allowance is $2,000 or $1,500 for a Veteran who died BEFORE September 11, 2001.
Mental Health Program For Veterans

The Health and Human Services Commission operates the mental health intervention program for veterans that include:
- peer-to-peer counseling
- access to licensed mental health professionals for peer service coordinators and peers
- training approved by the department for peer service coordinators, licensed mental health professionals, and peers
- technical assistance for peer service coordinators, licensed mental health professionals, and peers
- suicide prevention training for peer service coordinators and peers
- veteran jail diversion services, including veterans treatment courts and
- coordination of mental health first aid for veterans training to veterans and immediate family members of veterans.

Registration As Veteran Organization Or Veteran Organization Solicitor:
An organization who includes or represents veterans OR whose name includes a word that would lead a reasonable person to assume the organization is associated with veterans or concerned with a veterans’ issue must file a registration statement and bond with the Secretary of State before beginning solicitations in Texas. Additionally, a person who solicits on behalf of a veterans organization must register and file a bond with the Secretary of State before beginning solicitations.
Veterans Preference For Government Jobs In Texas
Texas veterans who served during wartime, as well as surviving spouses and children of service members killed while serving on active duty, receive hiring preference for jobs with state offices and agencies. State offices are required to give Texas veterans preference for jobs until 40% of the office workforce is comprised of veterans.
Veterans are eligible for this hiring preference if they:
- served at least 90 days during wartime or were discharged with less than 90 days service due to a service-connected disability
- received an honorable discharge, and
- are competent for the position they are applying for.
Veterans who are employed by the state can get up to 60 months of credit toward retirement for their military service, provided that they pay for it.

Direct Hire Authority For Federal Jobs
A Direct-Hire Authority is an appointing authority that the Office of Personnel Management can give to Federal agencies for filling vacancies when a critical hiring need or severe shortage of candidates exists. While Veterans preference does NOT apply when selecting individuals under DHA, in our experience, transitioning military members, veterans, and disabled veterans are often well trained and suited for Federal positions. Some Federal Agencies also offer Expedited Hiring Authority for critically manned career fields, such as Defense Federal Acquisition positions.
Can You Use The Dea And Fry Scholarship At The Same Time
Generally, no.
This is because the VA intends both benefits to cover the same costs but to apply to different individuals. As you can see from the above breakdown, the Fry Scholarship is only available for spouses or descendants of Veterans who were killed in action or as a result of a service-connected disability.
On the other hand, the DEA program does not require the Veteran to be deceased for their spouse or child to take advantage of the benefits.

Disabled Veterans Life Insurance Program
The Disabled Veterans Life Insurance program is a VA program that provides insurance for disabled veterans who have a service-connected disability rating from 0% to 100%. The basic program, commonly referred to as RH Insurance, insures eligible Veterans for up to $10,000 of coverage. The Fund For Veterans Assistance
The Fund for Veterans Assistance is a special fund in the state treasury outside the general revenue fund. The Fund is composed of money deposited from a Texas Lottery Commission Veterans Assistance game, donations from vehicle registration and drivers license renewals, donations from License to Carry renewals, donations from hunting and fishing license renewals, gifts and grants contributed to the Fund, and the earnings of the Fund.
TVC is authorized to administer the Fund and make reimbursement grants to address the needs of veterans and their families, as determined through veteran needs assessment studies. All grant awards are made through a competitive grant selection process.

Property taxes in Texas are locally assessed and administered by each county.
Disabled Veterans in Texas with a 10% to 90% VA disability rating can get a reduction of their homes assessed value from $5,000 to $12,000 depending on disability percentage.
The deadline for filing for a disabled veterans exemption is between January 1 and April 30 of the tax year.
However, you may file for a disabled veterans exemption up to one year from the delinquency date.
To file for a disabled veterans exemption, you must complete the Application for Disabled Veterans or Survivors Exemptions form and submit it to the appraisal district in which the property is located.

Veterans who formed a business entity on or after January 1, 2020 through December 31, 2021, do not qualify for the exemptions provided to a new veteran-owned business as defined by either Senate Bill 938, discussed above, or Senate Bill 1049 , discussed below. A vehicle may be parked in a parking space or area that is designated specifically for persons with physical disabilities if the vehicle:
- is being operated by or for the transportation of:
